I think I missed it somewhere. He was CIA, not FBI, right?

Yes I think he was CIA. Rewatching right now and he just told Beck that he's CIA.

He told Beck he was FBI because that was the cover story he was using.

Until the last couple episodes, only Jake knew Hawkins was really CIA.
