Why can't I get reinforcements?

I'm on the second mission of the Rebellion campaign,but when I press "R",the reinforcements window is empty.Why can't I get reinforcements?I'm finding it impossible to finish this mission,so please help me!!!The droids keep getting destroyed and I have to keep starting the mission from the beginning again!!!

I should have known those alien maggots booby trapped this sub.

if u group the droids with alot of ground forces and put them on the planets surface it will show the excess troops in your Reinforcement window
