I'm not sure I understand the question. The writers are just using elements of the Ultimate universe as a foundation to the movie (whereas the first film was more closely tied), but it's not an adaption of any Ultimates' series in any way, and it's clearly not meant to be. I mean, the Ultimates haven't even used the term Avengers yet in their universe, so right off the bat we've got some major differences

What's not to understand? They released a short series called the Ultimates. Then they released a short film called ultimate avengers which followed the story of the comic. Then they released another short series called Ultimates 2. Then they released another short film called ultimate avengers 2. Why wouldn't we expect it to follow the Ultimates 2 story?

That's just it, they really aren't using elements of the ultimate universe as much as creating their own kid-friendly verse where the characters act nothing like their counterparts and major events from the comics simply don't happen.
I thought the first film was bad, but this one is just pissing all over the comic like they don't even care anymore.
