Banner had basically no control whatsoever over Hulk at that time.

Out of the four:

One was shot by the army (probably tranqed),
Two were grabbed and most likely killed,
One ran past the army and is never seen again.

That one guy was almost surely dead; he was the one that most had it coming too.

One got tranqued, his fate had nothing to do with the Hulk, but depended in what was in the tranquilizers that General Ross' team was using.

Two got tossed away and likely suffered minor injuries.

I think this scene includes a mistake. (Can anyone help clarify?)

I think there were only three thugs. One got tranqued to confirm that that's what's happening, then the scene goes on with three targets regardless.

But it's OK, because we can always say that Bruce's three known enemies picked up a friend. (A brother?) And besides the sheer excitement of this excellent scene makes mistakes easy to disregard.

Calling disagreement hate is childish.

Re-watching now~
Banner runs smack into the main bad guy (white T-shirt, blue un-buttoned shirt) and his two friends (yellow shirt and blue shirt). He gives them the slip and a new guy (white T-shirt with a grey stripe; let's call him grey shirt) helps the main bad guy up. They eventually catch up to Banner in the factory. I thought there were only three, too, but totally forgot about the grey shirt dude. I guess the bright yellow and blue stood out more in my memory, lol. They all four encounter Banner and the bullying ensues. Yellow and blue hold Banner against the cage while main bad guy taunts our hero. Again, the grey shirt guy is just kind of...uh, not up close and personal in the camera shots, but he is the dude that gets tranquilized (one down). Main bad guy gets his just desserts (two down) and I think they have him "not quite dead" (he moans or something later), but for all intents and purposes, he should be toast. Blue and yellow shirts beat feet but yellow gets nabbed by Hulk (three down). Blue shirt gets away, proving the old zombie apocalypse axiom (updated for Hulk): "I don't have to be faster than Hulk; I just have to be faster than you."
