Did this project start out as a remake of 10 (Bo Derek Dudley Moore)

As I watched this stinker parts didn't seem original, seemed taken from the movie 10. Almost like it was an amalgam of two different screenplays one of them being a remake of 10. The way he creepily stalked a couple at a tropical resort, some of the scenes of him stumbling around drunk, befriending the bartender, the rescue of the stalked girls boyfriend out at sea? Can't believe this was coincidence. Just wasn't a very appealing movie, the protagonist wasn't likable, and the full frontal nudity was repulsive, worked in Sideways but not in this.
