'Cause he loved her and I don't think she chose every other man in the show apart from him and I have seen male characters date far more female characters in TV shows and movies before they got with the female lead.

I may be mistaken but the only other love interest was Stark. Seeing as how he was her husband as of the very first episode, I don't find it hard to believe that she eventually made her way to Carter. Seemed to me like their relationship went from co-workers to friends to romantic. I didn't see any issue with the Carter-Allison story.
