In the US a creep is a clingy, obsessive, overbearing sort of person, I believe. It's a term Americans use for guys who try to hard to get in to your pants. Like Ewan's character who is practically stalking Martha.
Here in the UK a creep is someone that will accidentally kill your cat or burn down the neighbour's house, they are weirdos as Radiohead put it. They live alone, come out at night, they are likely no danger to children, but you wouldn't take the risk because you just know they will teach your children how to kill ants with a magnifying glass.

No. In the US, a creep is someone that seems like (looks, mannerisms, etc.) they could be a pedophile, serial killer or other creepy sort.

Then the word is used incorrectly in all of your movies and TV shows because the guy who gets called a creep is usually a football player who thinks he is god's gift to females.
