Couple of things i'm not clear on (spoilers)

I'm watching this anime again for the second time now and love it so much, but a few things have left me confused and i'm sure i've just missed relevant info.

Why would Re-l be sent out of Romdo to bring back Vincent? I understand that he would trust her and is more likely to go with her than anybody else, but if the elders have worked so hard to keep the outside world a secret from the city then why would they just allow her to go just like that?

Also, they make it clear that getting Re-l back in to the city is paramount, yet they have the scout robots fire upon her.

And if Vincent is so important that they must bring him back for questioning and everything then why would Raul just casually change his mind on a whim and want Vincent dead instead?

0It seems like every person that is grown in that city has a job to fore fill. Re-l was created to find the proxy. when it comes to being fired on she was shot at by the Police Chief guy. I forget his name. He knows the truth about the world outside.

It wasnt on a whim, he saw his daughter with him on the TV show. He was sick of Vincent taking everything from him, including his wife.
