Why not use the gun?
She shoots the cop to give him a merciful death. No problem. So why not take the gun and kill the serial killer? Makes no sense.
The cop says there's two bullets left in the gun. She shoots the cop twice. This kinda means there are no more bullets.

Anyway, she wasted the bullets shooting at the door, but that wasn't even the dumbest thing she did. There are so many dumb moves in this movie I'm not even gonna comment.

If the guy decided he was going to die, no need for the girl to waste any MORE bullets. Like you said, she hadn't made great decisions up til then. Tire iron could be quicker than the 2 gunshots she needed
share...if she rolled the cop over and whacked him across the base of his skull as hard as she could, sure. But are you really expecting a dumb college-age girl like that to have the composure and the medical knowledge of a retained assassin? If she can't even figure out how to execute someone with a single hollow point at point-blank, how can you expect her to do any better with a tire iron? People survive blunt head trauma all the time, from shafts of rebar to sledgehammers. Just visit your nearest Emergency Room, chat them up for a bit and listen to what stories they have to tell.
(Of course, as per many a theory going around in this forum, it's probably the case that the cop was already dead, as much a ghost and a victim of KZL-303 as Tracy was. So no matter where anyone clubbed him or shot him, the drama would play out exactly the same. He had his role to play for KZL-303, and come Hell or high water, he was bound to play it.)
