What was the 'deal'?

Fair warning... this post and thread may contain Spoilers.

So, Soros made a false report to police. This is still punishable by law. But how severely was he punished?

Yes he was a shrewd businessman without empathy, but he was following the letter of his contracts. And while we are made to treat him as an enemy, we are not shown he has made any other mistake besides the false report at the end. Going into debt in those days were highly looked down upon. They were a last resort and debtors had very little to no protections like we do now. (Now you can keep your house for many months tieing up your creditors in a legal struggle.)

But I've seriously digressed from my point and question: What was the deal that Soros had to make? Did he have to give the debtors' property back "free and clear"? Did he get to keep the loan contract on the returned property? Were the contracts renegotiated under more fair terms? Was Willie not getting paid?

I know, I know, just enjoy this simple movie... but I've got questions! hehe.
