Because "somebody" paid him to. Whether it was the Vice President or DeLorean, we don't know. Which is the problem with the movie. The people making the movie obviously knew a lot more than they wanted the audience to know. They left everything very murky in some sort of attempt to make the movie "special". A cheap attempt to "improve" the movie. That's bad filmmaking. A competent filmmaker tells a story and doesn't deliberately withhold information so the movie seems "mysterious" and "arty".

There were a lot of great performances in the movie. And the "look" of the movie was great. But the pretentious director failed to tell the story competently.

Wrong.

This is a realistic story and in the real world you don't know who is hiding behind the events. Just remember murders that haven't been solved at all, or only the killer's has been known but not the names of people who either hired him, or influenced, and definitely had benefits. Also, deaths that we can't even be sure if have happened accidentally, as suicide or homicide... I guess I don't have to mention JFK and MM, but there have been many others as well. And it is not just murders, but other crimes, or attempted but unsuccessful murders...

So, this movie just tells us that no matter how deep we dig, there are always people who stay hidden below, no matter if they practice politics (vice-president) or keep away from it (Jack). The latter usually can have real power, because politicians have to be at least a bit more careful because of media (Watergate), and those others can stay unnoticed whatever they do. As we follow the plot through Carter's eyes, it is obvious that he could never reveal the real truth.
