I wondered the exact same thing after realizing Mr Brooks had sent detective Demi to the address of the escaped killer! I can only assume he has some badass super sneaky services on his bank roll, which he also used to get fake passports and have Mr Smiths 'security box' or whatever in the bank emptied.
