Toiletseat filter - dumbest invention ever

A normal top seat/cover whatever it's called, does not have any hole in it.

What is the point of making a hole and then putting a filter in that hole, so no particles come out?

Just don't make the freaking hole. Then no particles come out at all, and no filter is needed.
