The title refers to the hurricane of violence that Yugoslavia (at that point consisting of Serbia and Montenegro) unleashed on Bosnia in 1992.

.. one of the producers, Britta Knoller, said that the title was describing Croatian military offensive on Serbs in Croatia, in 1995., officially called THE STORM, "OLUJA". Although the film itself has nothing to do with this operation, the title remained. The initial idea was to portrait Croatian war crime accused, and long time fugitive, general Ante Gotovina, who was arrested in Spain, but the authors changed their idea, and they involved another character, fictional Serb war crime suspect, "general Duric". In the film, "Duric" was arrested in Spain.

Thanks - I didn't know about the changes the script underwent before shooting began.

Of course, the title "Storm" works just as well for the film that eventually emerged. Edward Vulliamy, who wrote about the Bosnian War for The Guardian (and his book Seasons In Hell), testified for the War Crimes Tribunal in the Hague. He's gone on record regarding the Yugoslavian (ie, Serbian & Montenegrin) aggression in Bosnia, describing it as a "hurricane of violence."

In The Hague Mira acuses Hannah: "You STORM into my life..." I thought that was a perfect explanation for the title.
