bankruptcy debate - can Americans explain?


Around 57 minutes in the movie, there is discussion of bankruptcy legislation the MBNA is said to have written for GWBush. Then there is a chamber with a man with a gavel and various (congressional?) representatives making what to me seemed to be objections, and the person with the gavel seeming to try to stop them or interrupt them with banging and some words.

What is this setting and what was really going on?

I am Canadian, and I haven't seen your lawmaking processes before. Would appreciate some clarification.

The bill they were voting on was to make bankruptcy harder.

The democrats are yelling against it but their times were up. They only had very little time to speak.

Basically when Republicans pass something, they give the Democrats very little, if any, time to rebut. This is why Americans need to be educated enough to vote Republican. Still, you need to be educated in order to vote Democrat. The U.S. has a long way to go!
