His Accent?

I'm becoming a huge Steve Coogan fan and stumbled on this fantastic series. I'm wondering if anyone can tell me what accent Coogan is doing? Never heard one like it before. I'm American so it's always interesting when I hear a different sounding Brit accent. Thanks!
