There was a part with a Thai Dr. and a Thai government official. What was that about? He showed the guy a file regarding something that he studied on... Could the disaster been prevented?

The 1996 report said that tsunamis were likely to happen, and offered ways of minimizing the damage when they did. As I believe someone indicated late in the film, a tsunami follows at least half an hour after an earthquake, and half an hour is definitely long enough to save most everybody, provided they are both warned quickly and prepared to run for higher ground.
The ecologist was cashiered and ignored because the government, hotels, and tourism industry didn't want to scare off visitors. After the tsunami, however, they needed badly to show they were doing something to prevent future catastrophic loss of life, and so they brought him back and put him in charge of tsunami preparedness.
