Why didn't they explode the bomb in the first place?

I was a bit confused about why they sent Zev in at all - for what purpose? Why didn't they just explode the bomb first off?

He was supposed to be an expert in defusing these type of bombs. As it was on the road connecting their base to the Israeli border it to be got rid off.

It's SOP with a new kind of device to inspect it to see what new elements, if any, have been added to the construction.

Because, as the Bomb Squad soldier clearly stated: They wanted to study the design of this new bomb type.
