where is this supposed to take place??

Where was this film supposed to take place? I thought Inda was tropical...but the weather in the movie was almost all rain and snow. The architecture looked European - the buildings and streetscapes. Other items like Lilianji's bar reminded me of Moulin Rouge, with the flashing marquee & words in English. Then there were shots of mosques and minarets. And the characters switched constantly from Hindi to Urdu to English..it made my head spin. It seemed like the film tried to combine so many cultures, it did not seem to take place in any (real) culture at all. But maybe that was the effect the filmmakers were going for...
