I feel like an idiot when I'm asking this but...
During
dieter's dream when he is talking to that woman, what reference are they making when they do the two black face thing and complete the words?

It's a parody of a common segment in both the new and old "Electric Company" kids' TV show, in which the two speakers make compound words.
