In his GQ interview in the October 2011 edition, Eastwood actually says $12M (same difference, I know).
The difference with $19M, if that figure is legitimate, could also involve Eastwood's fee.
Some directors say to the producing studios they need like for example $19 million to make a movie; use a portion of it to make the film and pocket the rest. Maybe Clint did that but I also heard he gave a lot of money to charity (I think mostly for memorials and to provide for other veterans).
