What was the movie Jesse was watching?

When Jesse first arrives in Paradise and is staying at the Paradise Motel, he's got the television on his room. There's a movie on (looks like a war film) where the second officer is addressing the captain on what he considers the proper expectations of a ship's captain. Does anyone know what the name of that film was? I've tried checking Jesse Stone Night Passage's film credits but they do not acknowledge what film that clip is from. Any help would be appreciated.
