Thailand?

I see this movie listed as Hong Kong/Thailand, both here and at the AFI festival. However everyone associated with it appears to be Chinese (Hong Kongese?). How does Thailand fit in?

It was (partly?) produced by Thai people, and some minor roles are played by Thai actors...

It was directed by the famous Pang Brothers, who are Thai.
