It was not story disputes between Paramount and Bungie

It was budget disputes between Microsoft/Bungie and Universal/Fox, who were both providing the budget, Paramount had nothing to do with it.

It currently does not have studio sponsorship, but Peter Jackson and Neil Blomkamp are still interested in making it happen someday. Biggest problem is unless they do it soon, The Halo franchise will be out of everyone's memory and then it will be just some old video game hey will be trying to get studio money to film. Nobody will care.

It isn't just the budget, but creative control is also part of it. Bungie, MS, Jackson, and Blomkamp do not want the studios having any kind of 'input' in the Halo film.

Also, I doubt Halo will lose its audience anytime soon. Halo 3 remains the most played game on XBL with around 300K+ people playing it on the weekends. Not to mention, ODST coming out this fall, plus other hush-hush projects Bungie has going on. It will be awhile before Halo fades away.
