Over the Shoulder

In a standard deathmatch it won't let me go over the shoulder. Is there anyway to fix this? I have set it to over the shoulder. Any help?

If you are playing split-screen, it will be first person no matter what.

yeah it kinda sucks though cuz you get so used to playing over the shoulder and then your friends want to vs you its in first person and its like what the *beep*
