Was Natalia/Black Widow a candidate for the super soldier project?

In the scene when Bruce Banner is talking to the interns about the super soldier project, in the computer when there were the pics of the 12 candidates, you can clearly see a red head women who looks exactly like Natalia/Black Widow.
Did someone else noticed that detail? Do you think is her? She's a suitable candidate to be a super soldier imo.
