Comm question

Just wondering, watching the commentary on 1-12 for the first time, and it may be the funniest thing ever, but there's a bit when the policeman pulls him over and Kelly says 'And if you want to know why the policeman looks different here...' and then says something too quietly (for me anyway) to make out. What is it he says there?
