It was the gang that worked for the long-haired guy, who had been telling people that Lok and Big D murdered his boss in a cafe (as seen in the previous film, Election). Lok had Jet killing the long-haired guy (by slashing his throat in a street) to shut him up. Now that Lok was dead, they went after Jet.

Edit -- I think his name was Bo.
