Question about the park ranger

I just saw this movie recently. I am wondering how the park ranger couldn't have known about the crazy woman who's looking to replace her face? I mean you would think he would've seen her at one point or another. Even after he told the family the story, he said it was just a story and he didn't think it was true but it was as the unfortunate family in this movie finds out.
