shareWomen can too have hemophilia. Because of genetics, they have to have two hemophiliac parents, whereas males only have to have a mother who carries the gene (and is not necessarily affected by it).
The disease is caused by a defect on the X chromosome. So, since females get two X chromosomes, if one is defective, the other will express itself and she won't have hemophilia. That's why females have to have both parents be hemophiliacs in order to have it, because they have to have two defective X chromosomes.
Males are XY, so they get an X chromosome from their mother and a Y from their father. Since they only get one copy of the X, a defective chromosome causes them to have hemophilia.
Since females have two copies of the X chromosome, they can pass down either one to their children. So if a woman has one defective X (and is therefore a carrier, but does not have the disease) she has a 50% chance of giving her sons hemophilia. If she has the disease, she has two defective X chromosomes, so her son is guaranteed to get it. A daughter will only get it if she gets the defective X from her mother AND the defective X from her father. Therefore, it is far more common for hemophiliacs to be males than females, but what you said is 100% untrue.
