How are they counting?

Hey, does anyone know if they are counting the weeks the way doctors count weeks of pregnancy? For instance, when they say 3 weeks, do they mean 3 weeks after conception? I'm thinking they mean after conception. As you know doctors, for some reason, start counting from the first day of your last period, which really makes no sense to me.
