Paper Cuts

In the courtroom, what was the point of cutting back to Ted twice as he ripped paper from his pad, then following up with a mealy mouth apology? OK, that may have been slightly annoying, I guess, to the prosecuting attorney. But, I just don't see why the director made such a big point about those two actions.
