Why so late getting a DVD release?

I finally saw this on IFC and I thought this was the latest in the series begun with LOST SKELETON. But when I was listening to the commentary on DARK AND STORMY NIGHT I was surprised to hear all the references to FOREHEAD.
So here I am really surprised to learn how long this flick has been in the can.
