Well im not a 100% sure but im guessing its a monk who specializes in decorations of books, before the printing press it often took a monk a year or more to finish copying a book.
They did not just do simple letters a single first letter of a page might take hours and be a work of art more then a letter.

Im fairly certain illuminator implies your skilled at making very small dense art in the books you copy.
Bit similar to those eastern monks who make "mandala" art works out of slowly dropping grains of colored sands during years to create a religious work of art only in books with colored ink making tiny illustrations.

Does not actually need to be a "monk" to do it but think during the big time periods before printing press basically all books were copied by monks.
