Missed a trick?

Am I the only one who thought they missed a trick when The Doctor finds Jack in the space bar in "The End of Time Part 2"? That episode was set after the events of Children of Earth (or as I like to call it, Schindler's List as a television series) and I felt that they could have done so much more with that scene. Maybe having Jack act cold or even violent towards the Doctor due to him not coming to help with the crisis, thus preventing the casualties Jack suffered. Then that could have led to The Doctor imparting some words of apology and encouragement to Jack and maybe the exchange could have ended with Jack considering returning to Earth, thus leading into Miracle Day... Retroactive writing, eat your heart out if I do say so myself...
