i remember reading from somewhere that this movie is based on true events...

yes it was two boys in Manchester england.
they met on the internet through a chat room or something and then one of them made multiple email addresses and pretended to be an assortment of fictional characters to make the other one kill him.
they both survived and because they where only 14/15 they got off with a slap on the wrist and an internet ban
