The countryside is gorgeous, but the cities!

I spent two months in Poland in my youth and visited Romania, and the cities were pretty clean, have things changed so much? Lord the cities in Romania are filthy. Bucharest looks like a s__thole. Is it just the portrayal in the film, or are things this dirty?
