Saying it's derivative of a style of movie is like saying "Man of Steel" is derivative of superhero movies. And as you pointed out "Shutter" also follows the same formula so it must be derivative as well.
Now saying you think "Shutter" is a better example of the genre even though they both have jump scares and a creepy female ghost is a valid if somewhat vague opinion. Since I thoroughly enjoyed both films, albeit for different reasons, I'd be interested why you thought "Alone" didn't match up.
