Tseng at the end of the game(spoilers maybe)

Tseng clearly says he wants Zack and Cloud brought back alive, when Zack was killed wouldn't there be consequences for those in the Shinra Army that went after Zack and Cloud and disobeyed orders?

Well, that only means three soldiers would be punished. After all, well...yeahhh...

But, the Turks were seperate from Shinra. Shinra sent the army, Tseng told the Turks he wanted him found alive before the army got him.

IMDb's not bad... Better if I didn't have to see those ugly trolls. They offend my senses.

No it wouldn't. The army was following direct orders from the president to eliminate Zack and Cloud. Tseng was the one disobeying orders when he ordered them to be brought back alive. If the Turks had succeeded, Tseng and the Turks would have been the ones to suffer consequences. But since they failed, the company never found out about Tseng's disobedience. If you remember, the Turks were attempting to carry out the rescue without the army's knowledge. Hope that answers your question.
