How did this get to be pg-13?

They drop like 30 f-bombs, the usual limit ive seen is 1 or 2 and even then they typically cant be in the literal context 'I want you to f me' and thats exactly how one of them was used. Seriously, who rated this movie? I want to know in case I ever get in the business.
