Why are people always shooting each other at Empire city?

I know in the story there was a mexican revolution going on but it seems every 10 seconds when you are there you see white guys shooting at chinese and mexicans and vice versa.

lol I just shoot the guns out of their hands and watch them panic when they do.

Well, my theory is that back then the Empire officials were hiring Chinese workers for cheap slave labor. The Chinese then escape from their a-hole owners and are gunned down in the process. It's either that or the Empire guys are KKK. lol

actually, the real Clay Allison was a KKK member. kinda spooky to think of when you see the white-hooded rebels.

Chinese Exclusion Act--not sure if that was around in 1880 though.

But basically, I think it's just racism.
