I think I know why, although this is just a guess:
The pieces of music you heard are the sort of standard, free-to-use music themes, that are avaiable for anyone to use without having to pay anyone royalties or write your own (again, all just a guess). I too have noticed the same music on South Park more than once, and also on Scrubs and even Buffy.

I've said it before and I'll say it again: Democracy simply doesn't work.
