Who is the man lurking in Hector's garden at the beginning?

At about four minutes into the movie, Hector walks though his living room to pick up the ringing telephone. The camera pans across the room following Hector. Behind Hector is a large window facing out to the garden. In the distance, just at the tree line, there is a man walking slowly to the right. The man takes a couple of steps, then stops, then a couple more steps and out of the frame. The man's appearance is brief. It happens at the far right of the picture.

The still images do not do it justice, but when seen in motion the figure of the man is quite clear. He is wearing dark trousers and a light shirt.

During this scene we know that:
Hector 1 is in the foreground on the telephone.
Hector 2 is on the other end of the phone line, at the science research building.
Hector 3's precise location during the phone call is less well defined, but we do know his general whereabouts. Shortly after the phone call, the technician leaves the science building and meets Hector 3 who is returning from the locked perimeter gate. So we know that at the moment of the phone call Hector 3 is driving the golf cart to or from the gate.

At no point do we see any of the Hectors stalking around in Hector's garden during daylight. Besides, the colour of Hector's clothing does not match the figure lurking in the garden.

Considering that this is a film with many carefully placed props and visual cues, all of which eventually resolve into a coherent 'Three Hectors' plot line, the figure in the garden remains strangely unaccountable.

So who is that guy in the garden?

Nobody. Probably just a member of the film crew that shouldn't be there.
