Would the Mahora festival arc ever be adapted into an anime?

The Evangeline arc and Kyoto arc from the first anime series and the after events of the Mahora festival and the beginning of the magical world arc from the OVA/OAD got adapted into animation but not the Mahora festival which happened in between the first anime and the OVA.

I think that the anime producers has to animate this arc into an anime since it is one of the most important parts of the story and as a bonus, they also could add in the Graf Wilhelm arc when Kotaro finally joined in with Negi. They could give it 12/13 episodes or maybe even 6 but they really need to make it done.
