Can I get the OVA on DVD?
Does anyone know if it ever came out on dvd? I don't care if its japanese only but I would love to get a good quality copy.

A few years too late to answer this question, but they recently re-released the DVD set (which I bought), but didn't have the OVA on it. I had to um, google it to watch it.
Which sucks, because it provided so much more background to Lucy's past after the Kouta-stuff, and shows how she got captured in the first place, and why she never killed Kurama during the times they interacted.
There's an online anime store called Roberts Anime Corner Store that will apparently be releasing the series on September 3 (episodes 1-13 plus OVA it says). It will have Japanese with English subtitles as well as English dub. And it will be available in either DVD or Blu-Ray format($26.98-DVD / $34.98-Blu-Ray).
