Can I buy this + distibute it myself?

I don't know what the big F-ing deal is. I see a lot of videos at the local video store that were shot on video and made for less than $1000.00. Anybody with a credit card could finance a DVD release. Who the hell is sitting on this & why? Can I buy the rights to this? If MT's ass is really on film, I will pay $10 million for this & it will be on DVD by Spring.
