I saw a video of someone on youtube going against a HUGE coastguard boat. I was wondering where or when you find them in free-roam. Do you need certain amounts of points or something?

I can help you with that. You have to stay in one area and cause as much terror and destruction as possible. Example: go to Open Ocean South. Find a bunch of fishing boats, usually around there are also water skiers (I think) destroy the boats, eat the people, tear them to pieces one after another. After a little bit, the Coast Guard ship will come after you along with two helicopters.

You probably figured it out by now, but they don't appear until you reach a certain point in the game.
