Well spotted, it's possible. When I first watched it I though it was just showing part of a normal day.

I thought it was a reference to the fact that they both had done time. In prison, showers can be a once a week privledge, in between showers, it is more than common, it's a known ritual, to wash your "junk". Other than the obvious upper body sweat glands, the area around the "snacks" does quickly get musty and nasty. In normal life, one just takes a shower or bath, in prison, this very specific method of "staying fresh" is well established. There have been prison riots over inmates not having the ability to wash their "frank and beans".

Film is a cornerstone of any good life.

Theres no hidden meaning. He was talking while taking a shower and the director thought it would be cool to put nude man on film for extra edge. Simple as that.

It was established in the film that Lele and 2pac had a relationship, however short lived it may have been. In the version I saw anyway, he was shown outside bathing himself from a bucket. This doesn't surprise me being that the slums of Port au Prince are one of the poorest areas of the world and probably don't even have readily available running water, much less showers all over the place...... it did show him washing his genitals, which I would hope most people would do when they bathe.

people live in half-built cement rooms with aluminum sheets for a roof; no electricity; no plumbing or running water; infrastructure of any sort for that matter. People bathe from buckets in the slums and countryside of Haiti when they can. No need to over think. Just a dude washing his 'nads.
