All the plot summaries and reviews I've seen on this movie say it takes place in southern California, yet all the license plates in this movie clearly say Washington.

So.. where's it really set?

I believe i read elsewhere on the boards that it was shot outside of Vancouver, BC. Would also explain the Canadian Pacific locomotive I saw early on (not that CP doesn't have trackage in the United States, it does, just not south of BC).

Made for TV movies and sci-fi TV shows are always filmed around Vancouver, hence all the recognisable characters from SG-1 that are in these movies. Hallowed are the Ori.
