Where was the Mayor in all this?

Remember that not all humans could be hosts to the bugs. The ones that couldn't be used were discarded and turned in to fertilizers. That's probably what happened to the Mayor. Just like most of his staff since the crew from the moon mission was now taking their places. But since the Mayor has to be elected they had to keep pretending he was still there.
